STATEMENT ON THE SUSPENSION OF SERVICES BY THE MINISTRY OF INTERNAL AFFAIRS
1.1 The Cabinet of the Republic of Uganda at its sitting of 23rd March, 2020 at the State House Entebbe, in line with implementation of the Directives by H.E the President on management of the Corona Virus Pandemic, resolved that all Public Services offered by the Ministry of Internal Affairs that involve direct contact with clients be suspended for the next 30 days effective Tuesday 24th March 2020.
1.2 The affected points of service under the Ministry include:
i. Passport and Immigration Services;
ii. Registration services for identification of persons;
iii. NGO Regulation;
iv. Management of Community Service orders; and
v. Provision of forensic and testing services.
A. Directorate of Citizenship & Immigration Control (DCIC)
i. All borders are closed in line with H.E the President’s Directive;
ii. Enrolment and issuance of Passports for all categories;
iii. Issuance other travel documents such as Certificate of Identity, Temporary movement permits, Conventional Travel Documents (For Refugees); and Certification of travel documents and Passes;
iv. Issuance and Personalization of Visas, Work permits, Citizenship, Resident permits and Passes.
B. National Identification and Registration Authority (NIRA)
i. Application, issuance and replacement of National IDs country wide;
ii. Change of particulars and rectification of information on National IDs;
iii. Checking status of applications;
iv. Issuance of letters of confirmation of information;
v. Applications and issuance of birth and death certificates; and
vi. Issuance of Adoption Order Certificates.
C. NGO Bureau
All registration, searches, recommendations and complaints handling services that require physical interface with its clients.
D. Directorate of Community Service
i. Management of offenders from their homes including home visits, reconciliatory meetings and counselling.
E. Directorate of Government Analytical Laboratory (DGAL)
i. All DNA paternity cases;
ii. Private clients seeking quality and chemical verifications of the commercial products;
iii. Provision of expert witness to courts.
1.3 I wish to inform the general public that while the above listed services have been suspended, the Ministry of Internal Affairs has not shut down its operations, but will be operating at a minimum level during this period. All our National, Regional and District offices will remain open, while ensuring adherence to the Ministry of Health Guidelines.
